Biography
Dr. Kolbe's work focuses on financial economics, especially as it applies to rate regulation and project or asset valuation. Clients for this work have included federal, state/provincial and local government agencies; national research institutes; industry organizations; and private firms in a variety of industries. He is the co-author of three books and has published a number of articles. Dr. Kolbe has served as an expert witness in arbitrations in The Hague, London, and Melbourne, lawsuits in U.S. courts, federal and state/provincial regulatory proceedings in the U.S. and Canada, and U.S. commercial arbitrations.
